Northeast Connecticut Economic Partnership
In 2001 and 2002, twenty-two towns in Northeastern Connecticut worked together to develop a Comprehensive Economic Development Strategy (CEDS) for submission to the US Economic Development Administration. Most of the towns are members of the Northeastern CT Council of Governments (NECCOG) or the Windham Region Council of Governments (WINCOG).
Comprehensive Economic Development Strategy Final Plan (8/02) is available on WINCOG's Publications page. An update was submitted to the EDA in June, 2004, and will be added to the publications page when approved.

Update of Regional Transportation Plan
The Long Range Transportation Plan for the Windham Region is available to the public. This major revision incorporates 2000 Census data and an analysis of the Census journey to work data for the region, and includes an update of the transportation priorities for WINCOG's individual municipalities and for the region as a whole.

The Statewide Long Range Transportation Plan 2004-2030 is currently available on the Connecticut Department of Transportation web site.
FEMA - Regional Emergency Planning
Under contract with the state’s Division of Homeland Security, WINCOG will continue to staff its Regional Emergency Planning Workgroup. This group will focus on identifying opportunities for regional cooperation and coordination in the use of emergency response resources. A list of workgroup participants is available in Adobe Acrobat format.
FEMA - Community Emergency Response Team [CERT]
Volunteer
Anyone who lives or works in a Windham Region town who is interested in being trained as a CERT volunteer may contact WINCOG at cert@wincog.org for information on future CERT classes. Training is open to those who live and work outside the region on a space-available basis.

FEMA - Pre-Disaster Hazard Mitigation Planning
Under contract with the CT Department of Environmental Protection, WINCOG is preparing a regional hazard mitigation plan for its member municipalities. A hazard mitigation plan is required for eligibility for project grants under FEMA's Pre-Disaster Mitigation Program and other federal grant programs. The risk and vulnerability assessment component of this plan has been completed and work on the mitigation plan is underway.
The DRAFT "Pre-Disaster Natural Hazard Mitigation Plan" is now available for public review! This plan is still under construction and over the next month or two we hope to have a completed document ready for adoption. This plan has been developed to help reduce the threat to property and life in the event of a natural disaster.
