Regional Economic Development Implementation Plan

Northeastern Connecticut Economic Partnership CEDS 2007 Update

This plan, a joint effort led by the Northeastern Connecticut Council of Governments and WINCOG, identifies major strengths, weaknesses and opportunities in the 21-town partnership region. It recommends specific actions to encourage the growth of business and industry in the region, while at the same time preserving its unique rural characteristics. The acceptance of this plan by the US Economic Development Administration in 2002 enables participating municipalities to apply for grants and loans from the EDA. The document will be reviewed annually and revised as needed. This document was reviewed and updated in June 2007.

Housing

The presence of the University of Connecticut and Eastern Connecticut State University brings a high demand for rental housing in the region, and particularly in Mansfield and Windham. This guide lists information about apartment complexes in the region with six or more units, and is updated annually.

This plan is WINCOG's policy for conservation and development in the Windham Region. It was developed to help municipalities implement land use regulations and other policies that make the vision for the future of the Windham Region a reality. WINCOG will join municipalities in implementing the plan by providing education and planning assistance for municipal regulatory and policy changes.

Transportation

In 2001, the state identified five "Transportation Investment Areas" (TIA) in the state as part of a major statewide transportation strategy initiative. The I-395 TIA included three planning regions - Northeastern CT, Southeastern CT, and Windham. A TIA committee was formed to include representatives from the three councils of government, private industry, labor, and non-profit interests. Drawing heavily on the existing regional transportation plans for the three regions, this committee considered regional issues and all modes of transportation, and submitted this plan to the Transportation Strategy Board for integration into a statewide strategy.

WINCOG's Regional Transportation Plan identifies the transportation goals, needs, and priority projects for the region. It is updated every three years (with a major update every ten years) under a transportation and transit planning contract with the Connecticut Department of Transportation.

Library

WINCOG's library catalog is provided in an excel spreadsheet which can be sorted by title or author. These books are available for use or short-term loan to member municipalities and their commission members.
