Windham Community Revitalization Strategy

The Town of Windham Community Revitalization Strategy seeks to create partnerships among federal and local governments, the private sector, community organizations, and private residents in order to foster collaboration, marshal resources and coordinate community revitalization activities. By embarking on this project, the Town of Windham intends to maximize the programmatic benefits made available through the Small Cities Community Development Block Grant Program.

A list of potential projects and strategic partnerships has been prepared from an inventory of existing plans such as the Plan of Conservation and Development, the Neighborhood Revitalization Zone Strategic Plan, the Downtown Willimantic Revitalization Plan, the 10 Year Plan to End Homelessness, and others.

Plans of Conservation and Development

The Plan of Conservation and Development (POCD) is a statement of goals, policies, and recommendations for the physical and economic development of the community. It includes suggestions for the most desirable use of land for residential, recreational, commercial, industrial, conservation and other purposes and for the most desirable density of population. The plan is not a set of rules or regulations, but rather, a public policy guide or manual. State law requires that municipalities update their Plan of Conservation and Development at least every ten years.

Vision Statement

The future envisioned for Scotland in 2013 is that it will have the same 'look and feel' that it has in 2003.

It will achieve this by focusing on the Town's essential rural character as reflected in its history, architecture, and open space, and by striving to ensure that the growth of residential, commercial, and industrial activities are compatible.
