Municipal ProjectsWindham Community Revitalization StrategyThe Town of Windham Community Revitalization Strategy seeks to create partnerships among federal and local governments, the private sector, community organizations, and private residents in order to foster collaboration, marshal resources and coordinate community revitalization activities. By embarking on this project, the Town of Windham intends to maximize the programmatic benefits made available through the Small Cities Community Development Block Grant Program. A list of potential projects and strategic partnerships has been prepared from an inventory of existing plans such as the Plan of Conservation and Development, the Neighborhood Revitalization Zone Strategic Plan, the Downtown Willimantic Revitalization Plan, the 10 Year Plan to End Homelessness, and others. Town officials and staff, in partnership with the Windham Region Council of Governments (WINCOG), are preparing an assessment of the existing housing supply; preparing a housing market analysis and strategy; researching and creating a draft Incentive Housing Overlay Zone based on past reports, plans, and public input; and reaching out to inform the public about the project.
